What is this about?
Video meetings require considerable bandwidth to conduct in high quality. WebRTC internally has a mechanism to estimate how much bandwidth is available on the network at a given point in time. Once an estimate is made, WebRTC will not try to send more than the available bandwidth it estimates. Note that the estimation process is ongoing and dynamic in nature, so bandwidth availability and estimations of it may change and vary during a meeting.
In this case, the bandwidth estimate taken was lower than what is desired for the meetings you are conducting.

If anyone is playing online cloud games, watching Netflix or similar streaming services – these may affect performance, especially if you are not on a broadband connection. - This might be related to network quality. If this is the case, then there should be additional recommendations for you as well to review and try out
- If in general the network is great, but managed by your company, it might be that it is being throttled to limit access due to internal policies. You may want to contact the network administrator to help you out here
